Cooperation signing ceremony between the Ministry of Labor, War Invalids and Social Affairs of Vietnam and the Ministry of Labor and Social Policy of Bulgaria
(Molisa.gov.vn) – On November 27, 2018, during a working visit to the Republic of Bulgaria, the working delegation of the Ministry of Labor, War Invalids and Social Affairs of Vietnam, led by Minister Dao Ngoc Dung, signed a cooperation agreement. with the Bulgarian Ministry of Labor and Social Policy. This agreement is based on the commitment to cooperate between the two governments on bringing Vietnamese workers to Bulgaria to work.
In recent years, Bulgaria’s labor shortage has had a major impact on the economy. Faced with this situation, the Bulgarian Government has introduced adjustment policies to increase the efficiency of the labor market in this country.
The opening of Bulgaria’s third-country labor market has created conditions for foreign workers, including Vietnamese, to exploit the labor source that is underemployed or has low income in Bulgarian localities. . It is known that in 2018, there were 37 Vietnamese workers licensed to work in Bulgaria. Bulgarian labor employers highly appreciate the quality and skills of Vietnamese workers based on the number of Vietnamese workers who have worked there. Currently, each year about 150 thousand Vietnamese workers go to work abroad, in which opening the European market is given special attention by the Ministry of Labor, War Invalids and Social Affairs.
Information from the Department of Overseas Labor Management, in the Bulgarian market alone, Vietnam can supply 50 thousand workers in 6 fields: construction, textiles, high-tech agriculture, and nursing. Therefore, the signing of an agreement between the two countries’ Ministries of Labor opens up labor cooperation, including labor export and vocational training.
Also during his working visit to the Republic of Bulgaria, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung and the delegation visited a number of human resource training centers of the Republic of Bulgaria.
In 2017, Vietnam’s labor export reached 135 thousand people – the highest number ever. In 2018, the Ministry of Labor, War Invalids and Social Affairs set a goal of sending 110,000 workers to work abroad, in addition to maintaining a number of traditional markets such as Korea, Japan, and Taiwan (China). National). In addition, the Ministry also researches and promotes negotiations towards signing labor cooperation agreements with a number of new markets such as Israel, Kuwait, Rumania and Bulgaria.
According to the content of the signing between the Ministry of Labor, War Invalids and Social Affairs of Vietnam and the Ministry of Labor and Social Policy of Bulgaria: The parties recognized their common interest in establishing positive and long-term cooperation in in the field of labor and social policy, in the spirit of cooperation and the desire to develop good relations based on promoting mutual respect and trust.
The areas of cooperation implemented after the signing ceremony include 12 contents: Labor law; Activities related to active employment policies for disadvantaged groups in the labor market; Retraining for employed and unemployed people; Social protection and social assistance for vulnerable groups of citizens; Prevent illegal employment; Inclusion policies for people with disabilities, forms to ensure an environment for people with disabilities to have good access to jobs; Anti-discrimination and gender equality; Labor safety and hygiene; Migrant workers; Income policies and measures to combat poverty and social exclusion; Developing the social security and retirement system; and other areas agreed between the parties.
