The Ministry of Labor, War Invalids, and Social Affairs of Vietnam (MOLISA) is responsible for managing labor-related activities, including:
- Developing labor policies and laws.
- Managing labor export activities.
- Inspecting and supervising recruitment companies.
2. Conditions for Recruiting Vietnamese Workers to Work Abroad
According to the Vietnam Labor Law and the Law on Vietnamese Workers Working Abroad, recruitment companies must meet the following conditions:

4. Prohibited Occupations for Recruitment in Vietnam
Prohibited Occupations for Vietnamese Workers Working Abroad
According to the Law on Vietnamese Workers Working Abroad (effective from January 1, 2022), the following occupations are prohibited for Vietnamese workers in labor export programs:
- Trading narcotic substances.
- Trading gold bars and currency.
- Trading specimens of endangered wildlife.
- Human trafficking and trading of human organs.
- Prostitution brokering and massage services.
- Manufacturing and trading explosives and fireworks.
- Debt collection services.
- Radiation-related occupations: Jobs involving exposure to radiation sources or mining radioactive ores are restricted.
- Handling toxic chemicals: Roles in production and packaging that involve frequent exposure to substances such as nitric acid, sodium sulfate, carbon disulfide, pesticides, herbicides, rodenticides, disinfectants, and highly toxic pesticides are prohibited.
- Hunting dangerous animals: Jobs involving hunting dangerous animals such as crocodiles or sharks are banned.
