On April 9th, 2019, The Signing ceremony of joint declaration between Ministry of  Labor, Invalids and Social Affairs (MOLISA) and Ministry of Labour, Social Affairs, Health, Women, and Families of German state Thuringia about cooperation in vocational training took place in Ha Noi. Minister of Labor, Invalids and Social Affairs of Vietnam Dao Ngoc Dung and Minister-President of Thuringia – Mr. Bodo Ramelow chaired and witnessed the signing ceremony. Before signing a joint declaration  between the Minister of Labor, Invalids and Social Affairs of Vietnam and  Ministry of Labor, Social Affairs, Health, Women, and Families of German state Thuringia, Minister Dao Ngoc Dung and Minister-President of Thuringia – Mr. Bodo Ramelow had a meeting to exchange information  and cooperation situation between the two parties. At the meeting, Minister Dao Ngoc Dung emphasized that the relationship between Vietnam-Germany is a strategic partnership. Minister Dao Ngoc Dung expressed at the meeting

Minister-President of Thuringia said that having a natural area of ​​16,000 km² and a population of about 2.2 million people, after 30 years of reform and transformation, the state of Thuringia has achieved many achievements in social-economic development. Although having not concentrated in many large Grman corporations, but the state of Thuringia has the strength of small and medium-sized businesses operating effectively, dynamically, playing an important role in the industries of Germany. In particular, the employment rate in the state is very high.  Having a very good vocational training system – training goes hand in hand with production facilities. Therefore, The State of Thuringia wishes to increase vocational training support for Vietnamese youth. According to Mr. Bodo Ramelow, the current strong German economy is also based on an important vocational training system. The “double” vocational training system of Germany is a form of theoretical and skill-based learning at an enterprise training and practice center for 3 to 3.5 years, depending on the occupation. The state only sets the framework conditions and enterprises have to set the training form and mode of operation for a specific product

Minister-President of Thuringia- Mr.Bodo Ramelow

“The training of human resources for Vietnam is not only a 1-way street, but also we want to give a good impression with Vietnamese youth when they come to training in the state of Thuringia. Vietnamese student training in Germany will be creating all the best conditions for living and learning. When they are in the hands of qualifications, they are the ones who will build the friendship between the two parties. In contrast, the businesses of Thuringia are very interested and eager to learn, investing in Vietnam through which the concrete and promoting strategic partnerships between Vietnam and Germany” Mr. Bodo Ramelow said.

Minister Dao Ngoc Dung thanked the Minister of the State of Thuringia and also spoke about vocational education in particular, currently Vietnam has imported 34 German textbooks for 22 key occupations and will be deployed at 40 vocational schools under the dual training model.

Besides, the Ministry of Labor, War Invalids and Social Affairs has also trained 4 courses on bringing nurses to study and work in Germany; Organizing the exchange and learning of experience in management, training and retraining of vocational teachers and managers between the two countries, ..

According to Minister Dao Ngoc Dung, the labor potential of Vietnam is very large, the countries have reviewed Vietnamese labors to be hard-working & intelligent. In addition, the demand for vocational training, especially in the high-tech areas of Vietnam is very high. Thanks to the young population force, the number of abundant employees while the training has not really met the actual demand. Therefore, Vietnam as well as ASEAN and Germany countries, which have proven vocational training systems, have a lot of potential to promote cooperation in the field.

Also at the meeting, the two parties have signed a joint declaration, with the desire to contribute to the successful development of the economic relationship between Thuringia and Vietnam.

The joint declaration between the Minister of Labor, Invalids and Social Affairs of Vietnam and Ministry of Labour, Social Affairs, Health, Women, and Families of German state Thuringia:

1.     Appreciate the initiatives of the Thuringia business and the associations of enterprises and the Chamber of Commerce to encourage youth from Vietnam to complete the vocational training in Thuringia.

2.     The conditions in the contract of the Thuringia enterprises for the Vietnamese apprenticeship must comply with German law and are equivalent to German apprenticeship in the business itself.

3.     The Ministry of Labour, Social and health, women and families of Thuringia will provide programs to support young students from Vietnam in the process of inclusion with the new environment.

4.     The two sides are ready to support the Thuringia Enterprises and the Association of Business/chamber businesses find the right partners in Vietnam to organize the training courses of foreign language and culture needed in Vietnam to prepare for the youth to study career education and practice in Thuringia.

5.     The young people from Vietnam completed educations in Thuringia is a contribution to strengthening the economic and cultural ties between Vietnam and Thuringia in the future.
