Cooperate in human resource training and recruitment of qualified workers
With this Memorandum of Understanding, the labor management agencies of Vietnam and the UAE agree to cooperate in managing the process of implementing labor contracts, including the use of information technology, information exchange and other activities. Research is being carried out in the field of labor.
The two Ministries have agreed on regulations on human resource supply based on the principles of transparency, recruitment according to regulations, fairness and common interests; Strengthen measures to combat human trafficking and control private enterprises implementing recruitment activities, to ensure fairness and transparency.

The two sides will also cooperate in training human resources, recruiting and receiving Vietnamese workers with skills, experience and technical qualifications in fields that the UAE labor market needs.
In addition, the two sides commit to coordinate diplomatic missions in each country to support workers and related procedures in case of need.
The signing of this Memorandum of Understanding contributes to consolidating and strengthening bilateral cooperation between Vietnam and the UAE in general and in the field of human resources in particular.
This is also the legal framework for Vietnamese workers to work and earn income in the UAE. Support for cooperation in training qualified and skilled human resources to work in the UAE is in accordance with the laws of each country. , so it does not affect the labor markets of the two countries.
The UAE is currently Vietnam’s leading trade and investment partner in the Middle East region with a turnover of approximately 5 billion USD in recent years.

Vietnam started sending workers to work in the UAE since 1993, mainly doing construction work at civil and industrial sites. In 2009, the two governments agreed to sign a Memorandum of Understanding in the field of human resources.
Develop a labor cooperation plan based on 5 criteria
Before signing the Memorandum of Understanding, Minister of Labor, War Invalids and Social Affairs Dao Ngoc Dung and Prime Minister Pham Minh Chinh respectively had meetings with UAE Minister of Human Resources Abdulrahman Al Awar.
The Prime Minister highly appreciated the fact that the Minister of Labor, War Invalids and Social Affairs of Vietnam and the Minister of Human Resources of the UAE had an effective working session and signed a Memorandum of Cooperation in the field of human resources.
He believes this document will help improve the legal framework, promote human resource cooperation between the two countries, and further ensure the legal rights of Vietnamese workers working in the UAE.

The Prime Minister requested the UAE Ministry of Human Resources to coordinate with the Vietnamese Ministry of Labor, War Invalids and Social Affairs to research and assess the UAE’s labor needs and develop a labor cooperation plan based on 5 criteria.
These criteria include: Vietnam’s labor structure; specific labor fields that the UAE is in need of; number of workers needed to recruit in each field; labor quality requirements; Specific implementation periods in the short term (3 years), medium term (5 years) and long term (10 years).
Especially emphasizing the importance of labor training, the head of the Vietnamese Government requested the UAE Ministry of Human Resources to support training and vocational training so that Vietnamese workers not only improve their skills and ethics. career, but also master the culture, laws and customs of the UAE.
UAE Minister of Human Resources said the country has a huge need for foreign workers. He highly appreciated and affirmed that Vietnamese workers make a very important contribution to the labor market in the UAE.
Minister Abdulrahman Al Awar said he would coordinate with the Ministry of Labor, War Invalids and Social Affairs of Vietnam to develop specific plans to increase sending Vietnamese workers to the UAE.
At the same time, the UAE will plan to bring a working delegation of the UAE Ministry of Human Resources to Vietnam in the near future, proposing to support vocational training centers in Vietnam in training workers.
